You would have to install and optional add-on. (Also not that Fran does not do that by default. Plus, you wouldn't need a skill progression rate change mod if you were using any of those because OOO's changes wouldn't have any effect. I think there is some other leveling mod that uses it's own different experience progression thing, but it's not well known. This mod gives you the most control and will work with everything except for Oblivion XP and Wrye Leveling. You could also double the speed at which skills progress if you wished. The INI is well-documented, the accompanying explanation for a setting is just above it. If you want to level up quickly, select Athletics as one of your Major Skills and never stop running. If you level to quickly, you will miss a lot of added content. Power-leveling still exists in Oblivion, much the same way it did in Morrowind. That is intended because of all of the diversity the mods add at different levels. OOO and FCOM default progression is three times slower.
